This mysterious entity appeared from the Dream in Honduras and has since been selected to be their representative in The World Council. The entity seems to have little ability to communicate aside from repeating the phrase "From the Depths". It has a strong telememetic field that inspires loyalty towards Honduras, even in non-citizens.
