The emissary of Lithuania serves as the chair of the Cultural Committee. As the world's foremost master of telememetic Quintessence, it is believed that they are responsible for the existence of up to 5% of memetic reality. There is a small, but growing, cult of Engrams that revere them as their creator deity. To be fair, they're not exactly wrong.
