Owlo is a sewer manifestation that was caused by the toxicity of the ooze. Owlo is a cross between an owl, chemicals and eels. The eel portion of little Owlo are located on his nipples. This is where Owlo feeds. He hides at the bottom of the toxic goo and will feed on small rats and the ankles of whoever walks by.
